[CB-5987] CORDOVA_JS_BUILD_LABEL variable (in Cordova.js file) does not change when the version is updated

Description

In the file there is a variable called Cordova.js CORDOVA_JS_BUILD_LABEL that indicates the version of the framework, I noticed that when the framework is aggiornatao this variable is not changed.
Example: 3.3.0 (also in version 3.3.1-0.3.1, which in my opinion should be 3.3.1)

Correct me if I'm wrong or if I'm saying something stupid.
