Description

We can't quite do the semver thing for CLI yet (where we wanted cordovaversion-cliversion), because we can't go backwards on npm. The current version of CLI is 3.0.8, so we can't go backwards to 3.0.0-whatever.

I propose, then, that this version be called 3.0.9, and the version that accompanies Cordova 3.1.0 be 3.1.0-1.0.0.
