Description

This should wait until all platforms are tagged.

Steps:
1. Update snapshot of repos within cordova-cli
2. Test that basic commands work properly (installing plugins, creating project, edit / refresh cycle)
3. Test that running CLI on a project created with a previous version of CLI works as expected
4. Look through all open JIRA bugs targeted at the current version and either fix or postpone them.
5. Tag (via coho)
