Description

Steps:
1. Update cordova.js snapshot to newly tagged version
2. Update snapshot of cordova-app-hello-world within create template (if it has changed since previous release)
3. Run Apache RAT (via coho)
4. Look through all open JIRA bugs targeted at the current version and either fix or postpone them.
5. Test (refer to http://wiki.apache.org/cordova/CuttingReleases#What_to_Test)
6. Tag (via coho)
