Deprecate "EnableLocation" Project Setting - use the "onload" attribute of the <plugin> element

      Description

      Deprecate for 2.6.0. Remove for 3.0.0?
      This setting is new for iOS in 2.5.0.

      Note that to "start" the CDVLocation plugin, it needs to call getLocation with a dummy CDVInvokedURLCommand (this was to fix a crash - CB-1520 ). Re-factor so a naked instantiation will retain the fix.
