[CB-13889] Allow AppVeyor to succeed even if tests on specific environments fail

Description

Currently Win8.1 tests fail for VS17 environments (CB-13874) and another specific test fails because of a permission problem (CB-13834).

1) is expected as VS17 doesn't support Win8.1, 2) happens only on AppVeyor and so can be semi ignored.

A pretty drastic measure to get rid of those 2 is to tell AppVeyor to just ignore failures on that environments with VS2017.
