[CB-13494] cordova-js node_modules is getting removed when running some commands using npm@5

Description

This only seems to be an issue when using npm@5. While going through the platform release process, I was attempting to run "coho prepare-platform-release-branch ...", but it kept failing with an error saying it can't find local grunt. After inspecting the cordova-js directory was able to see that node_modules/ was no longer there, even after explicitly running "npm install". After downgrading to npm@4 and running prepare-platform-release-branch it successfully completed.
