[CB-11092] Default preference "StatusBarOverlaysWebView" ends up twice in config.xml when setting it to false

Description

When setting <preference name="StatusBarOverlaysWebView" value="false" /> in config.xml of an Ionic app, this preference ends up twice in the generated xml file in platforms/ios. Once with the default value true and once more with the value set to false.
