On 2.0.9, I'm still reproducing a similar behavior as in CASSANDRA-7122.
One node was replaced and it's no longer in nodetool status but still has null entries in system.peers:

This causes errors to be logged from the datastax Java driver (2.0.2):
[main] ERROR com.datastax.driver.core.ControlConnection - No rpc_address found for host /10.123.99.36 in my.anonymized.host.name.com/10.123.45.66:9042's peers system table. That should not happen but using address /10.123.99.36 instead
