[CASSANDRA-5825] StatusLogger should print out the "All time blocked" stat like tpstats does

Description

StatusLogger currently prints out "Pool Name", "Active", "Pending", "Blocked".
We should change it to be "Pool Name", "Active", "Pending", "Completed", "Blocked", "All time blocked" like tpstats has.

The DROPPED counts would be nice in there too.
