Test and Documentation Plan

All branches Python upgrade tests were run with the new MIDRES config (Large containers), there are only a few failing tests in 3.0 and 3.11 which are known failures and have associated tickets, nothing to do with CircleCI config

Description

After CASSANDRA-16328 and CASSANDRA-17912 it seems we can run the Python upgrade tests with Large instead of XLarge containers and save some CircleCI credits.
