Description

There are quite a few different targets where we add things such as :

      <jvmarg value="-Dcassandra.ring_delay_ms=1000"/>
      <jvmarg value="-Dcassandra.tolerate_sstable_size=true"/>
      <jvmarg value="-Dcassandra.skip_sync=true" />

It would be good to not repeat these so much and have a more unified place to adjust them.
