Description

While working on CASSANDRA-15318, testing it properly with an in-JVM test requires setting up the network topology and tracing requests to check which nodes performed forwarding.
  
In support of testing, make it possible to create in-JVM clusters with nodes appearing in different datacenter/racks and add support for executing queries with tracing enabled.
