Description

After CASSANDRA-12229(fc92db2b9b56c143516026ba29cecdec37e286bb) merged, repair may hang forever.

Here is the dtest to reproduce.

nosetests -s -v materialized_views_test.py:TestMaterializedViews.throttled_partition_update_test

looks like some RemoteSyncTask are not completed
