Description

If ignore option is set on the command line sstableloader still streams to the nodes excluded.

I believe the issue is in the https://github.com/apache/cassandra/blob/dfb90b1458ac6ee427f9e329b45c764a3a0a0c06/src/java/org/apache/cassandra/tools/LoaderOptions.java - the LoaderOptions constructor does not set the "ignores" field from the the "builder.ignores"
