Description

[Issue]

Currently we have 2 different ways of firing LoadTablePreExecutionEvent and LoadTablePostExecutionEvent. We can reuse firePreLoadEvents and firePostLoadEvents methods from CommonLoadUtils to trigger LoadTablePreExecutionEvent and LoadTablePostExecutionEvent respectively in alter table add segment flow as well.
