Description

Top level header navigation generated by Hugo and Antora are subject to diverge as Hugo uses the information in config.toml file and Antora uses a static template file with all navigation items.

It would be good to have a single source for the navigation items that both Hugo and Antora pages use while generating pages.

We could add a preprocessing step to the Antora page generation so we are using the Hugo config.toml file here, too.
