Description

Add TO_HEX and FROM_HEX functions (enabled in BigQuery library)

• TO_HEX: Converts a sequence of BINARY into a hexadecimal CHARACTER. 
• FROM_HEX: Converts a hexadecimal-encoded CHARACTER into BINARY format
