[CALCITE-4453] RexExecutorImpl#compile should use RexBuilder's type factory if possible

Description

RexExecutorImpl#compile creates always a new JavaTypeFactoryImpl based on RexBuilder's type system; however, it could / should take the RexBuilder's own type factory (if it is a JavaTypeFactory itself). Client code can define its own type factory (that will arrive inside the RexBuilder), so it should be taken as first option (if it is not a JavaTypeFactory, the current code will be chosen).
