[CALCITE-2409] SparkAdapterTest fails on Windows when '/tmp' directory does not exist

Description

If there is no tmp folder on a disk where mvn clean install started it will fail with a trace as below.
Here it is a proposal to create the folder if it is absent (another option could be usage of System.getProperty("java.io.tmpdir") instead of "/tmp")
