Major Description
It's not uncommon to have something like the following in /etc/hosts:
127.0.1.1 <myhostname>
This breaks the bookkeeper tests because getAllowLoopback() defaults to false. We should set allow loopback to true to allow tests to run out of the box on linux machines.
