Description

There are a couple of problems here.

1. Offline Controllers are not being indicated in the UI
2. Offline Controllers do not have the option to forget the node
3. Offline Shards are not being indicated in the UI
4. Offline Shards do not have the option to forget the node
5. Offline Shards cause the Offline time to get truncated
6. Shards are not sorted correctly (it should be by status and then node name)
