Sqoop 2 should be consistent with Oozie / Bigtop for server plugins directory

    Description

      Sqoop uses /usr/lib/sqoop/server-lib as a location for additional JARs to be added to the server's classpath. It turns out Oozie is doing something similar in /var/lib/oozie, so Sqoop should probably change to be consistent with that existing convention.

      We should also add /var/lib/bigtop, depending on the resolution of BIGTOP-811.
