Add puppet and slaves docker for OpenEuler

In order to make bigtop support openEuler , I provide the openEuler build environment，which include building puppet and slaves docker env for compile and smoke test etc.

Next, I will submit the modification of each component including compile and somke test verification on openEuler etc.
