Description

As ant-1.9.10 is released on 06-Feb, 1.9.9 tarballs have been removed from most of Apache mirrors. i.e:

https://www.apache.org/dist/ant/binaries/

http://apache.osuosl.org/ant/binaries/

So the either upgrade ant to 1.9.10 or the download base should be changed to 

https://archive.apache.org/dist/ant/binaries/
