[BIGTOP-2989] Building Hadoop with a pre-downloaded Tomcat

Description

When building Hadoop in an environment with no Internet access, the build should support specifying a local Tomcat. Currently, the build fails with the below sort of an error:

My proposal is to support a new environment variable that specifies a local location.
