Description

The bigtop toolchain requires a specific version of protobuf, with rpm URLs that point to fedora 22. This has gone EOL, so URLs need to be updated to pull from fedora-archive:

https://github.com/apache/bigtop/blob/master/bigtop_toolchain/manifests/protobuf.pp
