Description

I ran the smoke test in the following environment, an error occurred in TestHDFSQuota#testInputValues().

Hadoop version: 3 alpha1

I investigated the cause and it turned out that it was due to specification change of the input value verification of the hadoop dfsadmin -setSpaceQuota in Hadoop 2.8 or later version.
Specification change was made at HDFS-10242.
