Puppet README file needs to reflect multiple modules directoty requirement

    Description

      BIGTOP-1553 has introduced new dep on Puppet stdlib module.
      Because we are running puppet apply with explicit --modulepath command-line parameter the following location /etc/puppet/modules needs to be added to the modulepath. This is missed from the README file.
