Critical tachyon pupet improvements.

    Description

      The puppet recipe committed with tachyon was minimal : Really it just handles installation.

      This improvement makes it so that puppet

      • formats tachyon
      • sets up logging
      • sets the master uri in tachyon-env.sh

      I'll attach an initial patch, and maybe dcapwell can try it out (ive tested locally and added necessary vagrant mods so its easy to test )
