Spark package doesn't create PREFIX/bin directory and sets wrong permissions

    Description

      Spark package is setting /var/log/spark permissions incorrectly and doesn't create /usr/lib/spark/bin. the latter leads to misplacing of classpath computational script and renders spark component unusable.
