Description

As par of BEAM-9946 we have new Sets transforms for intersect,union and except.
This jira is to use them to remove existing Set operators in BeamSQL code.

Tasks:

1. Remove: BeamSetOperatorRelBase.java
2. use SetFns transforms from
   1. BeamIntersectRel.java
   2. BeamMinusRel.java
   3. BeamMinusRel.java
   4. BeamUnionRel.java
3. Remove:BeamSetOperatorsTransforms.java
