Description

[1] introduces Flink 1.10 to build_release_candidate.sh. However, the release process failed due to:

:runners:flink:1.10:job-server-container:dockerPush

• What went wrong:
  Project '1.10' not found in project ':runners:flink'. Some candidates are: '1.7', '1.8', '1.9'.

In fact, I have seen such error message in release branch.
