Description

Failing test: test_metrics_fnapi_it

The timeout setting originates from the nose flag --process-timeout=900

Two possible culprits:
https://github.com/apache/beam/pull/10437 - adds a pytest timeout plugin, but the timeouts are coming from nose's multiprocess plugin
https://github.com/apache/beam/pull/10755 - doesn't seem likely to be a culprit, but maybe?
