Description

Runner is generally a duplicate word within the Pipeline args specification - specifically -runner=FooRunner duplicates the word "Runner"; the PipelineOptionsFactory can check to see if, when passed -runner=Foo, if there's a registered FooRunner and use that.

Making matching case-insensitive would be nice to have.
