Description

The folder .test-infra/tools/vendor/ is created during build, but not part of .gitignore.

This causes rat task to fail, if reexecuted without explicit clean before.

Steps to reproduce:

# ./gradlew  -p .test-infra/tools/ build
# git status --porcelain
?? .test-infra/tools/vendor/
# ./gradlew rat
