TestBigQuery and TestBigQueryOptions are in the wrong path

      Description

      TestBigQuery and TestBigQueryOptions are currently in the src/main/java dir but are used only for tests so they should be part of the test artifact in src/test/java. As a side effect this makes the main GCPIO jar depend on both JUnit and Hamcrest which should be avoided..
