Description

the Python precommit tests are broken due to:

1. My adding the Gauge metric without support for the portability framework
2. The switch of the Batch direct runner to the FnApiRunner. 

The solution for this is to plumb Gauge metrics through the portability framework. I've sent out a PR for this: https://github.com/apache/beam/pull/4719
