Timer.withOutputTimestamp(Instant).offset(Duration).setRelative() might fail unexpectedly

    Description

      We check that timer's output timestamp is not before timer fire timestamp. The fire timestamp is unknown to user when setting a relative timer and therefore cannot be checked in user code.
