Description

Prior to Beam 2.20, the timeout settings for spanner streaming read call (used for spanner export) was 2 hours. This was reduced to 1 hour after the Cloud Spanner library upgrade. 

This bug changes the timeout value back to 2 hours as certain jobs fail with the timeout issue.
