Description

Support running Go SDK pipelines against a runner in an in process loopback mode, where the SDK worker processes are run in the original main program.

This involves spinning up a BeamFnExternalWorkerPoolServer

First pass should be basic in process, but can optionally be augmented with appropriate provisioning and artifact retrieval support, and authentication support.
