Description

"Release notes" links to an auto-generated list of Jiras. We should also link to the blog posts, which have a nice human-curated list of changes.

Currently, the release guide prescribes separate PRs for the blog post and Downloads page changes. We should do all these changes in one PR to keep things consistent.
