If we have an svg group that contains several other elements (perhaps a rect and
a text element), the filter effect region is calculated when the initial
graphics nodes are created. The bounds of that group are, from then on,
derived from the size of the filter.
If a change is made to the size of a contained object (like making the rect
bigger or smaller), the new filtered image is calculated, but the filter effects
region is not updated. Because it is not updated, if the group is now larger it
appears to be clipped.
