Description

Array types, both simple and complex, do not check if namespace declaration has been previously declared, assuming that the namespace for a given prefix has been previously declared.

The serialization engine should validate if the namespace has been previously declared, if not it should serialize the namespace declaration.

This is a similar problem to AXISCPP-487.
