[AXISCPP-393] IWrapperDeSerializer::getAttributeAsLong returns 32 bit long

Description

IWrapperDeSerializer::getAttributeAsLong returns a 32bit long. This looks wrong since I think it should return a 64bit long. I discussed this with Adrian Dick and he asked me to raise a JIRA and route it to him since he is working in this area. I think it should return a 64 bit long because IWrapperSoapDeSerializer::getElementAsLong returns a 64 bit long.
