[AXIS2C-813] any number of simple axis2 http server instances can be started on the same port

Description

I tried opening several instances of aixs2_http_server on port 9080. All the instances were running without any problem.

If you try to run apache server on port 9080, while the axis2_http_server is also running on port 9080, apache complains "(OS 10048)Only one usage of each socket address (protocol/network address/port)
is normally permitted. : make_sock: could not bind to address 0.0.0.0:9080
no listening sockets available, shutting down"

The problem exists only on windows. On Linux, this doesn't occur.
