[AXIS2C-72] soap_body and soap_header structs must not have set_soap_version method

Description

SOAP version namespace is contolled at the SOAP envelope level. Hence it does not make sence to change the SOAP version at header and body level independent of the SOAP envelope. Thus we have to remove set_soap_version from header and body and have it only in envelope
