[AXIS2C-1006] log levels doesn't work properly

Description

I run axis2_http_server with following arguments

./axis2_http_server -l0 -p9091

Here log level set to "critical", In that case we are suppose to log down, critical errors only (correct me if I'm wrong), but it logs errors also.

here is the log message:
