[AXIS2-5697] When creating a service using JAX-B a WS-A action different from the SOAP action is created

Description

When using JAX-B annotations to create a service if you specify only "@WebMethod" value (for SOAP action) without specifying "@Action" value (for WS-Addressing action) the addressing action value created by default in Axis2 is not the same as the specified SOAP Action.

The issue can be reproduced with org.apache.axis2.jaxws.jaxb.string.JAXBStringPortType test service.
