[AXIS2-4870] mex-x.y.z-impl.jar not included in standard binary distribution

Description

mex-x.y.z-impl.jar is not included in the standard binary distribution, although it is included in the WAR distribution. When deploying Rampart, this results in the following error:

java.lang.NoClassDefFoundError: org/apache/axis2/mex/MexException
